Section 1

The following industrial sectors are of strategic importance to the national economy in the postwar period: mechanical engineering (in particular, equipment for the fuel and energy sector, transportation machinery, and arms production); the iron ore and metallurgical industries; oil and gas extraction; oil refining; and the chemical and pharmaceutical industries. To revive and strengthen these sectors, it is crucial to include components of credit and equity financing for enterprises (including both existing enterprises, those damaged during the war, and new enterprises) in the Plan for the Reconstruction of Ukraine. At the same time, credit support programs for entrepreneurs must have adequate financial capacity and provide for loans to meet enterprises’ investment needs—specifically, their modernization and restructuring.
