\u201cUkrainian-American Association of Higher Education Professionals,\u201d as part of the preparations for the Second International Financial Forum \u201cModern Finance: Global Challenges and Current Trends,\u201d a lecture and discussion was held on March 19 at the Western Ukrainian National University featuring Yuriy Ivanov, Doctor of Economics, Professor, Honored Economist of Ukraine, Chief Research Fellow at the Research Center for Industrial Development Problems of the National Academy of Sciences of Ukraine, and expert analyst at the International Bureau of Fiscal Documentation (Netherlands), Yuriy Ivanov, titled \u201cBest Global Practices for Stimulating Investment and European Requirements and Standards for Their Taxation.\u201d<\/p>\n<p style=\"font-weight: 400;\"><strong>Andriy Krysovaty, President of the Ukrainian-American Association of Higher Education Professionals, Doctor of Economics, and professor, noted that, thanks to collaboration with leading scholars in the field of taxation, the academic community has the opportunity to learn about the latest trends in the functioning of tax systems in economically developed countries in the context of the transformation of the financial sector.<\/strong><\/p>\n<p style=\"font-weight: 400;\">The speaker began his presentation by emphasizing the importance of the UN Standards and Guidelines for Investment Policy (UNCTAD 2015), as well as those of the European Union and the OECD.<\/p>\n<p style=\"font-weight: 400;\">In his lecture, Professor Yuriy Ivanov addressed the key issues that enable the effective implementation of the country\u2019s investment policy in terms of stimulating investment, taking into account the specific nature of Ukraine\u2019s postwar economic recovery:<\/p>\n<ul>\n<li>strategies for combating the \u201claundering\u201d of \u201cgreen\u201d investments;<\/li>\n<li>promoting investment activity within the OECD;<\/li>\n<li>justification of the need for Ukraine to adhere to the principles of EU investment policy;<\/li>\n<li>implementation of investment-related measures involving state aid to support the domestic economy;<\/li>\n<li>the use of state aid indicators in the EU, the main areas of which include: countering economic threats and economic destabilization, environmental protection, regional development, research and innovation, etc.;<\/li>\n<li>taking into account the specific features of investment regulation during the \u201cgreen\u201d period;<\/li>\n<li>establishing a mechanism to support Ukraine&#x27;s recovery;<\/li>\n<li>opportunities and prospects for public-private partnerships in investment activities, particularly in electricity generation, highway construction, information and communication technologies, etc.;<\/li>\n<li>the creation of industrial parks and the introduction of special tax regimes in the context of applying global and European best practices, including their advantages and risks;<\/li>\n<li>the use of tax regulation tools in the implementation of investment policy (Investment Tax Incentives Database).<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\">A lively discussion among the attendees arose during the discussion of ways to implement European best practices for stimulating investment, taking into account the specific nature of Ukraine\u2019s postwar economic recovery in the context of addressing institutional challenges.<\/p>\n<p><a href=\"https:\/\/www.uaace.org\/wp-content\/uploads\/2025\/04\/2X6A8141.jpg\"><img loading=\"lazy\" decoding=\"async\"
