Security, by its very nature, is a public good that must be provided by the state and the international community. In the absence of this public good, private investment will dwindle to zero, economic activity will slow down, and security costs will be passed on to businesses, which will increase the cost of doing business and undermine business competitiveness.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\"><strong>Once this basic condition has been met, the key objectives of postwar economic reconstruction should be:<\/strong><\/span><\/p>\n<p><span style=\"font-size: 14pt;\">a) reconstruction of property and infrastructure destroyed or damaged as a result of the war;<\/span><br \/>\n<span style=\"font-size: 14pt;\">b) rapid resumption of economic activity;<\/span><br \/>\n<span style=\"font-size: 14pt;\">c) the return of refugees and internally displaced persons to Ukraine and their integration into economic processes;<\/span><br \/>\n<span style=\"font-size: 14pt;\">d) laying the groundwork for sustainable economic growth.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\">Reparations from the aggressor country and assistance from the international community should be the most significant sources of funding for Ukraine\u2019s postwar reconstruction.<\/span><br \/>\n<span style=\"font-size: 14pt;\">The EU, the governments of partner countries, and international institutions\u2014the World Bank, the International Monetary Fund, the European Investment Bank, and the European Bank for Reconstruction and Development\u2014should play a key role in establishing a pool of international aid for Ukraine\u2019s reconstruction.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\">The option of establishing a Solidarity Trust Fund for Ukraine, which would be responsible for mobilizing and coordinating international aid, now appears quite plausible. A key point is that the Trust Fund\u2019s operations should provide support to Ukraine primarily in the form of grants (non-repayable aid), rather than loans.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\">The grant-based nature of the Reconstruction Plan\u2019s funding, as opposed to loan-based funding, will help avoid a debt crisis and support the early stages of economic growth in Ukraine. As for historical precedents, under the Marshall Plan for Europe in 1948\u20131953, 91% of U.S. aid was provided in the form of grants. The 1996\u20132004 post-conflict reconstruction plan for Bosnia and Herzegovina provided for 82% of international aid to be channeled through grant funding. Between 1985 and 2015, 20 out of 35 countries that experienced armed conflicts received aid from trust funds on a non-repayable basis.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\">Another important aspect of Ukraine\u2019s postwar reconstruction should be its seamless integration with the processes of European integration. At present, Ukrainian diplomatic efforts should be directed toward Ukraine obtaining EU candidate status and, subsequently, full membership. In other words, Ukraine\u2019s post-war reconstruction program should be aligned with the requirements of EU membership and ensure Ukraine\u2019s inclusion in European pre-accession programs. In this regard, there will be a need to replace or amend the Association Agreement between Ukraine and the EU. The new Agreement should enshrine the ultimate goal of the changes and reforms being implemented by Ukraine: full EU membership.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\">In a historical context, since the late 1990s, the EU has used programs such as \u201cPHARE,\u201d \u201cOBNOVA,\u201d \u201cSAPARD,\u201d and \u201cCARDS,\u201d as well as resources from the European Investment Bank and the EBRD. These programs were designed to strengthen cooperation between the Balkan countries and the EU and to lay the groundwork for their membership in EU institutions. The implementation of these programs was an integral part of these countries\u2019 Stabilization and Association Agreements with the EU.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\">In 2007, the EU launched the Instrument for Pre-Accession.The instrument is designed to build institutions in candidate countries based on EU models, strengthen regional cooperation, improve the quality of human capital, develop transportation infrastructure, protect the environment, and promote economic development.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\">To develop a balanced reconstruction plan, it is extremely important to follow a specific phased approach or sequence of measures.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\">During Phase I (which will last from several months to one year), efforts should focus primarily on restoring infrastructure and social facilities and providing humanitarian aid. In particular, the following will be subject to repair and reconstruction: roads, bridges, railroad tracks, train stations, electricity grids and substations, water supply and sewage systems, farms and agricultural land, residential buildings, schools, hospitals, and administrative buildings.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\">During the second phase, which will last several years, the focus will shift to laying the groundwork for sustainable economic growth, while gradually scaling back rescue measures in the social sector and the critical infrastructure sector.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\">Here, the main focus will be on creating jobs and sustainable sources of income.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\">In general, the reconstruction of the economy, which was devastated by the war, should proceed along the following main lines:<\/span><\/p>\n<ul>\n<li><span style=\"font-size: 14pt;\">reconstruction of physical infrastructure and restoration of the natural environment;<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">renovation of the housing stock;<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">rehabilitation of victims, restoration of social infrastructure and social services;<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">revitalizing the industrial sector, creating new jobs, and supporting small and medium-sized enterprises;<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">the creation of production capacity and the issuance of government contracts to strengthen the country&#x27;s defense capabilities;<\/span><\/li>\n<li><span style=\"font-size: 14pt;\">improving the quality of public administration and strengthening market economy institutions.<\/span><\/li>\n<\/ul>\n<p><!--nextpage--><\/p>\n<p><span style=\"font-size: 14pt;\">In the second phase of Ukraine\u2019s reconstruction, international aid should be directed toward <strong>supporting industry<\/strong> and <strong>introducing modern technologies<\/strong>. At the same time, small and medium-sized enterprises (SMEs) in the service sector can also play a significant role in ensuring employment and generating income. However, to stimulate economic activity, the Reconstruction Program must include financial and credit mechanisms to support industrial enterprises and SMEs. In this context, it is worth noting that after World War II, the most important aspect <strong>of the Marshall Plan<\/strong> for Europe was the economic reconstruction of the manufacturing sector. Under the \u201cMarshall Plan,\u201d 143 programs for the supply of industrial equipment to European countries were financed. In addition, revenues to \u201ccounterpart funds\u201d in Europe were used to finance government investments and industrial development programs. In particular, the Investment Program presented in Paris provided for the procurement of machinery and equipment for iron ore and steel mills, coal mines, oil refineries, power plants, and agriculture. At the same time, it should be borne in mind that in the second half of the 1990s and early 2000s, during the reconstruction of the Balkan countries, international donors were quite reluctant to provide grant or loan financing for the purchase of industrial equipment and, instead, focused on small loans to replenish enterprises\u2019 working capital. In the absence of a strong domestic banking sector, this approach made it impossible to restart the operations of large industrial enterprises that had been shut down during the war. But what enterprises really needed after the war ended was an infusion of capital, technology, and management know-how to make the new businesses viable.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\">With this in mind, when developing Ukraine\u2019s Economic Recovery Plan, significant attention must be paid, first and foremost, to issues of credit support and stimulating private investment in<strong> small<\/strong> <strong>and medium-sized enterprises<\/strong>. It is precisely this approach that will ensure the creation <strong>of jobs<\/strong> for the population, including returning migrants and demobilized military personnel. Second, a substantial portion of grant and loan assistance should be directed toward <strong>the restoration and modernization of industrial enterprises<\/strong>, the technological upgrading of production processes, and technical missions for entrepreneurs. The introduction of technologies that meet European standards will enable enterprises to regain their market position and integrate into global value chains.<\/span><\/p>\n<p><!--nextpage--><\/p>\n<p><span style=\"font-size: 14pt;\"><strong>The<\/strong> following <strong>industrial sectors<\/strong> are of strategic importance to the national economy in the postwar period: mechanical engineering (in particular, equipment for the fuel and energy sector, transportation machinery, and arms production); the iron ore and metallurgical industries; oil and gas extraction; oil refining; and the chemical and pharmaceutical industries. To revive and strengthen these sectors, it is crucial to include components <strong>of credit and equity financing<\/strong> for enterprises (including both existing enterprises, those damaged during the war, and new enterprises) in the Plan for the Reconstruction of Ukraine. At the same time, credit support programs for entrepreneurs must have adequate financial capacity and provide for <strong>loans to meet<\/strong> enterprises\u2019 <strong>investment needs<\/strong>\u2014specifically, their modernization and restructuring.<\/span><\/p>\n<h3><strong>Materials by area of focus for Section 1:<\/strong><\/h3>\n<p><a
